Early Head Start (EHS)

The Cleveland County Early Head Start (EHS) program is a federally funded program providing comprehensive early childhood education to income eligible families and children birth to age three at no cost to families.

What does the Early Head Start program do?

Our EHS program provides year-round, full day services in high quality child care centers located throughout Cleveland County.

Our EHS program supports the whole family by recognizing the parents as their child’s first and most important teacher. This program also emphasizes parent engagement, education, health and social/emotional well-being and services to children with special needs.

Why should I participate in this program?

Long-term studies indicate that children who have experienced homelessness, come from low- income/at risk families, and/or are challenged with special needs who receive high quality Early Head Start Services are more likely to develop to their full capacity to be engaged learners with increased social, emotional and physical well-being.

Who is eligible to participate in this program?

Children and families may be eligible for Early Head Start services if:

  • Your family lives in Cleveland County

  • Your child is two years of age or younger on September 1st

  • Your family is experiencing homelessness

  • Your child is in foster or kinship care

  • Your child has a suspected or documented disability

When applying for our EHS program, please be prepared to submit the following:

  • Certified copy of the child’s birth certificate

  • Verification of income from all sources (W-2 or tax return preferred)

  • Child’s immunization record

  • Medicaid or private insurance card

  • WIC card (if applicable)
